    open both the images, and then goto Window>Tile Horizontally or Vertically
    is it what you are looking for or am i missing something here?

    hey bro... i've run into this many times its very simple

    open both images
    open a new doc... pick a large size

    Look at the Layer Palette for 1.jpg
    grab the only layer... it should be called background or something
    drag it to the New Doc

    Do the same with the other image
