Citrix error after installing Office.

We have Access 97 installed on Citrix server. We needed Excel, so I Installed Office 2003 Excelon. Afterwards, we we recieved the following when launching published app:
was unable to initialize the Windows Registry.
Rerun Microsoft Access or Microsoft Office Setup to reinstall Microsoft Access."
(we have Acces 97 installed)
Uninstalled, to no avail. Gave permission *full controll* to Msjet35.dll as outlined in article ID 245141. Users were then able to launch app but not get any further w/out same error message appearing.
UPDATE: We temporarily made the Users group Admins and it seemed to have worked. Ofcourse, this is a temporary workaround.
