http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/sysprop_to_perform_a_remote_reboot.mspx?mfr=true

This assumes you have permission to access the client PC remotely and shut it down, but if you are on a domain and you are an administrator you surely will have.

shutdown /r /m \\<remotecomputername>

That's the quickest way (/r = restart ...  /s = shutdown)

Here is a good site with all the options of the command line shutdown command.
http://www.ss64.com/nt/shutdown.html

For a remote machine just run:
SHUTDOWN /m \\computername /r
The /r will reboot the machine and very useful for remote servers!

Good luck,
Walter
