server stuck on applying computer settings

i have a new 2003 server that we installed in our network I rebooted it and it is sitting on applying computer settings

That might indcate a problem with applying the Group Policy.  Is the server a domain controller or domain member server?

Could you try the following

booting the server up in safe mode.  If it boots successfully, check the event log, there should be loads of errorsrelating toproblem applying the group policy
booting the server up disconnected from network.  It will unable to apply the policy, so may boot up wothout a problem.

Next stepw ould be to try and rest the local machine policy to the defaults http://support.microsoft.com/kb/313222

Are you able to ping or otherwise access the server whilst it is in this state?
