Turning the Samsung SyncMaster 225MS into a TV.

I would really appreciate if someone could tell me if I can turn this into a second TV WITHOUT a PC and the name of the TV tuner I should buy.
The Samsung SyncMaster 225MS is a 22-inch wide TFT-LCD monitor delivering an ultra-fast response time of 5ms, 700:1 contrast ratio, 0.282mm pixel pitch, 1680 x 1050 maximum resolution, scanning frequency of 31-81 kHz horizontal and 56-75 Hz vertical, and horizontal/vertical viewing angle of 170°/160°. The SyncMaster 225MS is HDTV ready and has SRS TruSurround XT, HDMI.

Using hdmi would be the easiest way i know my local cable company offers an HD DVR that has an HDMI port.

This is a link to my cable company DVR  Foxtel IQ it doesn't have HDMI only the following connections: It also has 2 tuners one for recording and one for viewing. Does this mean I can simply connect the Samsung monitor to it without an additional tuner?

You can use a couple different adapters like an RGB to vga adapter or composite to vga adapter.

Would I be better of using an external tuner with HMDI connection and if so do you know of any?

This is the only tv tuner i can find http://www.newlaunches.com/archives/sony_vgfdt1_external_tv_tuner.php> for as much as it costs you could get a DVR with HDMI. I would contact you cable company to get info on what DVR's will work  with their service.

Actually I am getting a PVR Panasonic DMR-EX85 with an inbuilt digital tuner.

What will I need to turn the monitor into a TV factoring in the Panasonic PVR.

All you will need is an HDMI cable the DMR-EX85 has an hdmi port.

Sorry just to clarify think of it as monitors for dummies.
So that means:
1.) Panasonic PVR  to monitor (HDMI)I
2.) Foxtel IQ to Panasonic PVR (Scart)
