Installing exchange ESM Tool in  windows Vista

I have problem installing exchange ESM Tool in my windows Vista, I keep getting error about IIS not strated or not enabled, but in fact I have IIS installed and started.
any help?

It's not possible installing ESM in Vista. You need to install it on the Exchange server or on an Server 2003 or XP then run Remote Desktop to it from Vista

At this time (nor in the near future) it is not possible, nor supported, to install the ESM on Vista. There is a workaround for getting the AD Managment tools installed on Vista...but Exchange cannot be done.

You'll either have to remote desktop to a machine running ESM, or use a Windows XP virtual machine on Vista, etc...
