Gibberish in received email, Outlook2002

"Sue" can send email (and it looks ok on arrival).  When "Joe" sends an email to Sue, it's gibberish.  I've doctored and pasted what it looks like.  Sue is defaulted to RTF, HTML for internet mail.  She generally uses Firefox for browser, Outlook2002, Exchange2003, SBS2003.  Only received mail from Joe looks like this, other received mail looks ok.  How come?

What do you know about this "Joe" character? What is in his mail? What format is used for text (what's his mail editor - word?)? Can Sue receive mail from the same outfit that Joe is in without problems, or is it his pals as well?

Thanks for the comments.  Turned out the Watchguard firewall was set to the wrong line length.  
The problem has left the building!  No encores, please.
For the record, they were using Groupware and base64 encoding.
I guess I solved it, so now to figure out what to do - don't usually solve my own problems after punting to experts-exchange.
