It is a debugging tool for java that dumps the system.err and system.out to the console window.  It is installed when a user loads the Java package on their machine.  It does not harm anythign being on the machine.  If you are seeing it pop up, you can disable it by going to

Control Panel
Java
Advanced
Java Console
Hide Console

Hope this helps.

Java Console is mainly used in Applet debugging.

When calling a web page that initiate an applet, a small debugging windows would pop up, this is java console.

Since the applet is downloaded and run on client machine, we wouldnt be able to view the logging info of the java class from the server log.

Any debugging info can be shown using System.out.println.
