I have been tasked with creating settings for IE 7. I downloaded the IE 7 administrative template and installed on the test DC. I created a new test OU, a test GPO, and when I was going to add the new template, I received a prompt asking me if I want to overwrite the existing inetres.adm.<br />

IE 7 Administrative Template
