IE 7 Administrative Template

I have been tasked with creating settings for IE 7. I downloaded the IE 7 administrative template and installed on the test DC. I created a new test OU, a test GPO, and when I was going to add the new template, I received a prompt asking me if I want to overwrite the existing inetres.adm.

Does this new template only apply to IE 7 or all IE browsers and it contains additional settings for IE 7?

What is the best way to keep my settings for the existing inetres template?

Is creating a computer policy the best way to make the settings "stick" when a user logs off?

Can any settings in IE be modified and then a package created with the IE admin kit?

The .adm should be backward compatible with previous versions, so it shouldn't affect any of the settings that are now in place.  Those settings are in the GPO, not the template.  

Since you're not sure you should really consider doing this in a test environment.

Depending on the setting, the policy will affect either the computer or the user.  You can't have a policy that was created to affect a user be applied to the computer.  If you look at the editor there are 2 sections, one for computer and one for user.  The template has policies that affect both.

My understanding of the IE Admin kit (I haven't used it since IE5) is that you want to set up the IE environment for all users the same, then create a distributable package.  Therefore the process will have you load IE, customize it, then create the package.
