GetAccessRules (.net 2.0) - enumerate ALL permissions - not only the effective ones - vb.net

Dear experts,
I'm trying to get folder permissions using "GetAccessRules". My problem is, that I'm only able to get effective permissions...

How can I list ALL permissions - just as they appear on the Security properties of each folder in Windows?
