How do I hide confidential web methods in a web service?

I will be creating a webservice for customer use, but would like to hide funtions until I am ready for release.

How can I do this?  I assume there are various methods including doing al development on an in-house machine.  What about using no domain name, just an IP address.   Does that help at all?

thanks,

Setup a development webservice and do development on that. once every thing is ok , promote to production server

I guess that's the only logical way. By definition, the web is public.
