active directory replication happens between Domain controllers, if you are wanting to find out about tools that you can install to check replication then you can install the windows support tools and use Replmon (replication monitor) If the domain controllers are in the same site then you could also force replication and check the status using the Active directory sites and services.

you could also use repadmin /showreps command to the Dc to check whether its replicated with all its partners.

AD  replicate happens only between DC's.
Check the FRS logs on the domain controller.

you can use replmon to check on AD replication between DCs and for troubleshooting see http://technet2.microsoft.com/windowsserver/en/library/078506cf-1221-42de-a221-b1a0d1151fd61033.mspx?mfr=true
