Outlook 2003 Error Message

I use/support Microsoft Outlook 2003 on a local network. Several of my users are having troubles playing "message.wav" files within attachments in Outlook 2003.  The error message that the users receive says "Can't create file"  Any suggestions on how to troubleshoot this issue?  Thanks.

    your Outlook Temp folder may be full.
    Close outlook and Delete the files and folders in Temp in Documents and settings/username/local
    and then reopen outlook.

    You Outlook cache file may be full.  Do a search for OLKxx folder and delete its content.  xx refers to random set of numbers.  OLK folder is difficult to find. Follow this procedure to navigate to it
