cannot view MS Office Documents in IE6

Currently there is a system running Microsoft 2000, Office 2000 and IE6 sp1.  When the user tries to view a link with an office document nothing shows up.  No error message just the little broke icon in the upper left hand corner.

Actions taken so far:

Verified that the link does work and is viewable from another system set up the same.
Installed any missed Microsoft updates (not IE7)
In IE folder options file types doc advanced button and checked confirm open after download and browse in same window
In Regedit Hkey_current_user\software\microsoft\windows\internetsettings new DWord value name TruncateFileName then modify to 1
Verified that the IE setting allowed java and active x

Any other suggestions?
