Microsoft, ISA, 2004, Trying to block MSN Messenger and Windows Live Messenger

I'm trying to block MSN Messenger and Windows Live Messenger in an Small Business Server environment using ISA 2004.  
I have followed MS article titled "How to block MSN Messenger traffic and Windows Live Messenger traffic by using ISA Server" (, however when I apply the rule as described all traffic is denied by ISA, not just Messenger...
The error message ISA is giving me when I try to browse web pages is "Error Code: 403 Forbidden. The ISA Server denied the specified Uniform Resource Locator (URL). (12202)"
Any clues as to what I'm doing wrong???
