Restricting user access to folder attributes

Can anyone tell me if it is possible to restrict users within a Domain from accessing the folder attributes (by right clicking and selecting Properties).  Reason being, I need to know if I can keep users on the network from setting folder attributes to 'hidden'.  I need domain admins to be excluded from this restriction though.

Im not expert but I belive that this option can be set in the Global Policy Editor (gpedit.msc)

Where within the GPE would it be set?

Im afriad I do not know, although im sure there is an option.
