Complete list of changes from PeopleSoft8.8

I am trying to generate a complete listing of changes from the PeopleSoft 8.8 application and have the following 2 slightly different queries. Can someone tell me the diffrence between the 2? i.e. why does query B use the table "psrecdefn" whereas table A does not ?

      WHERE A.LASTUPDDTTM > TO_DATE (SUBSTR ('2007-01-01-', 0,19),'YYYY-MM-DD-HH24.MI.SS')

Query B) SQL> select distinct a.projectname as PROJNAME, a.objectvalue1 as RECNAME,
  2  b.lastupdoprid as "MIGRATED ID", b.lastupddttm as "MIGRATED DATE/TIME",
  3  c.lastupdOprid as "Dev. ID", c.lastupddttm as "Dev. DATE/TIME"
  4  from psprojectitem a, psprojectdefn b, psrecdefn c
  5  where a.objectvalue1 = c.recname
  6  and c.lastupdoprid='&oprid'
  7  and b.projectname = a.projectname
  8  and b.lastupddttm >  to_date('01-JAN-2006', 'DD-MON-YYYY')
  9  /

I really want to know the mechanics behind what the queries are pulling and what the diffrence between the 2 is  !!!

    The first query seems to return all changes made irrespective of the user who did it.

    The second query filters the changes based on the userid who did it.
