What does it mean when enforced is checked for a group policy?

It means that the settings in that GPO will be applied even if different settings exist in other GPOs that would otherwise overwrite.  The Enforce settings is applied to a GPO link, as described here: http://technet2.microsoft.com/windowsserver/en/library/ec6f9770-6a45-49c1-a37f-648a9012827c1033.mspx
