It's a folder, not a file. You cannot see it in Windows, as the GAC_32 is the system folder for the .NET assembly cache.
In case you don't know, .NET is a Microsoft application framework.
If you go to the command prompt, you can see the contents of the folder by entering:

    dir "C:\WINDOWS\assembly\GAC_32\System.EnterpriseServices\"

The folder contains the assemblies (DLL files) for the System.EnterpriseServices namespace, which basically allows .NET
    to interact with COM+ services.

However, I do not know why it can't be copied. I have no problems copying these files from the command prompt.
Maybe the Casper software also can't see it (just like Windows Explorer)?
