The Caller ID that is displayed when you call somebody is typically not a option from the person placing the call.

The information is normally generated by the phone provider you place the call with,  so your voip provider or regular phone company.  When the call is made the provider will do a lookup for the information for your call then pass that information along.

If you are placing calls through a phone system or PBX you may be able to set the Caller ID within the phone system - but not from softphones or IP phones themselves.  Then if your phone provider allows it,  that may then be accepted and passed along in place of the table lookup.  This can only be done with digital lines (PRI, T-1 etc) or if you use a voip provider - and only if they will accept the information.

This is called Caller ID spoofing.  There are phone services that are setup for this purpose.  Though in some places this is not allowed at all and in other it is restricted to only setting it to numbers that you have.  For example say your company has 10 phones lines,  you may be able to set your phone system to signal any of the 10 numbers you want for any call on any line - but not to anything outside of those numbers.
