Have you tried uninstalling and reinstalling the device in Device Manager? Go to Control Panel->System->Hardware Tab->Device Manager. Right click to uninstall, then select Scan for Hardware changes from the menu. Try to get it to reinstall that way.

First, reset bios and check the drive detected in bios correctly. Boot into safe mode and verify the drive in windows environment see if any error? Then try install the drive again. You might need to remove the Roxio if you have on system to avoid any unexpected issues.

If still problem, I would check jumpers setting, and replace cable.
Still problem? then you might have the defective drive. RMA it.
