Question:
Did you let your users connect to the terminal server prior to installing Terminal Server licensing?

Plus, in user mode licensing, you won't see those licenses assigned to anyone, MS has no way to track TS CAL's in user mode (2003 only) currently, unlike per device mode.
You probably have it set to Device mode. Call Microsoft licensing and they will give you device cal license since it will not pick up user licensing.

nowfrom user side it is not allowing to connect to terminal server, it is saying that license is expired. how can i delete that particular users from licensing software is there any solution for this.
You would have to delete a registry setting on the user side.
If you call Microsoft licensing you just need to get the right type of licensinf and it will all work.

sorry guys i have found the soultion myself. I bought 50 users cal licenses, but the system was giving per device licenses and that is the reason it got expired. i went into terminal service configuration and change the license mode from per device to per user then it started working fine.

thank you

Note the TS licensing server does not have to be the same server as the TS itself (in IMHO, it shouldn't. TSs are likely to have to be rebuilt at some future date)
You can see if it is activated in the TS licensing MMC snap in
