Enbling a  VIC-2FXO on a 2821 router

I need assistance in bring up a VIC-2FXO is a 2821 router.  
I can see the card recognized  in the show diag screen

What version IOS do you have? You need voice services features
What do you mean by 'bring it up'? Do you have anything plugged into it? Can you see the ports with 'show voice port summary'?

From sho ver, look at the file name of the boot image. it should say
Something like: c2800nm-ipvoicek9-mz.124-15.T1

Thats right I have the IP base version of code on the 2821
