These are two different features. Don't let "Live" confuse you.
Live Trace is a powerful tool to turn any raster image into vector. You can use it to create "art" effect, to make vector picture without drawing it by hand or to simply make a quality contour of b/w silhouette.
Live Paint features are similar to child's color book. It provides a simple way to divide any shape into different colored parts.
"Live" means that Illustrator allows you to change your work at any stage without making it from the beginning.
