sh: /tmp/install/bin/gnutar: No such file or directory

I'm trying to install some third party software and I'm getting an error by the installer that returns:

sh: /tmp/install/bin/gnutar: No such file or directory

Could anyone tell me how to resolve this issue? I'm sure it's a Linux issue and not an issue with the installer.

Actually, let me clarify my answer.  This is absolutely an issue with the installer, but it may be that the installer requires a command or library that you just don't have installed on your machine.  The error could be very misleading - the error displayed is that /tmp/install/bin/gnutar isn't there (or is blocked), but the script could be failing at an earlier point and the only error you end up seeing is the symptom of a much different cause.
