Need formula in function to calculate time??

I generate an Excel spreadsheet by using the Perl module Writespreadsheet:Excel, but the string in the cell is in a "General Format" with the following data:
0.207242063

In Excel when I change the "General Format"  to a "Time format"  it appears as:
4:58 AM

Now, the way Excel does this is with the following formula:
0.207242063 * 24 hours makes 4.9776 hours

and then:

0.9776 * 60 =  58

which equates to 4:58 AM

So, basically I need a routine or function to do this for me in Perl..
