Microsoft, Windows, 2003, automatically suspend inactive active directory network accounts

My boss wants me to automatically suspend inactive active directory network accounts in our Windows 2003 network. She wants it to be suspended if no one logon to the network for more than 30 days. And if the account is suspended, if more 30 days again, no one activates the suspended account, it should automatically get deleted.

Is it even possible to do what she is asking without purchasing any 3rd party software? If it is possible, please let me know. If it is not possible without 3rd party software, please let me know which software can do it.
