Error while connecting to idle instance

Hello,
I need your help.
I've installed oracle 10g r2 database and apply patch 10.2.0.3
Than created database.
And I've managed to use dbconsole so everything was working (earlier i configured listener and tns)
Than I wanted to shutdown database and all services.
After that I started listener:
 lsnrctl start
then:
sqlplus /nolog
conn sys/ as sysdba
enter password
ORA-12560: TNS: protocol adapter error occurred

And I cannot connect to idle instance.
Why? and how to fix that?

I was looking for solution and I also looked for my listener.ora and tnsnames.ora files to check if there is a difference with my working database but there is not.

do you have firewalls on client or server? shut them an try again.

I'm doing this using rdesktop (localy) so there shouldn't be anything with firewall.
But the firewall is turned off.

And I want to use IPC not tcp because when I use TCP than I need to have running oracle database service.
Don't I?
