Setting up media set for multiple USB drives on Backup Exec

Thanks in advance.  Situation - SQL server w/ Veritas Bkup Exec 9.1 data has outgrown capacity of tapes.  Can't order larger capacity tapes without purchasing new tape drive.  With cost/ transportability to contingency site in mind, decided to go with USB hard drives to backup.  We store offsite, and will rotate multiple USB drives (mon - thurs, week 1-4, month 1-4).  Our tapes are setup in media library and specifically named...have added one of the externals to "devices" in Veritas, but can't seem to add any more devices.  Has anyone created a media set with USB drives rather than tapes?  any other ideas on how setup rotation schedule? We keep a paper log that helps with schedule, but would like to have Veritas properly setup as well.  Also, does drive letters matter when doing this?

We have one employee that will be changing the drive out every night, and Veritas needs to be setup so all they have to do is unplug one and plug in another.
