troubleshooting Question

OWA - Site Under Construction

I recently installed exchange 2007 server, when I try to access mail using OWA; I get a page display UNDER CONSTRUCTION instead of login prompt. I have tried the following procedure listed below, but have not able to resolve it.
 
1.       Restart IIS
2.       Recreated virtual directories
3.       Checked ASP.NET, Microsoft Exchange Server, and Microsoft client access are allowed under Web Service Extensions.
4.       Permissions on IIS directories have proper privileges.
 
I can access OWA internally and it works well, just the external website seems to give this message. Any help would greatly appreciate it.
