Email sync flag set on BES ?

BES Server 4.1.4.15 , Devices are all 8830 Handhelds.

This is a test deployment of a BES server and all is working well.

When we wipe a device and reload and reactivate a user on it , it will not sync older exchange email.

To clarify
User1 performs enterprise activation.
Data comes down from exchange , calender sync's etc.etc.

User1 is deleted from BES server
Device is give a wipe instruction soft reset and all data is removed.
User1 is added again to BES user list.
User1 performs new enterprise activation
Only gets new emails.
