One ISA 2006 Works, One Doesnt...

Hey all.  Have a funky ISA 2006 problem, trying to publish OWA out through ISA.  I have two servers, ISA1 and ISA2, each with two NICS:
ISA1 - 10.1.1.72 (External) and 10.1.1.71 (Internal), Configuration Server
ISA2 - 10.1.1.74 (External and 10.1.1.73 (Internal)

So I put both servers into the same ISA array, defined the Inside network as 10.1.1.0-10.1.1.71,10.1.1.73,10.1.1.75-10.1.1.255, and set up the OWA publishing rule.

Everything works on ISA2, I can get to OWA fine.  But I can't get to OWA through ISA1 at all.  Netstat just shows SYN_SENT, so no connection is being made.

Anybody got any ideas or testing scenarios I can run?  Thoughts would be greatly appreciated!
