How can you stop IIS from auto populating the OWA Authentication form?

I am having an issue with Outlook Web Access with exchange 2007. The issue is that the Authentication form is being auto populated with the Internet Guest user account when you go to the owa site. whever you browse to the owa site using any computer this error pops up:

Outlook Web Access could not find a mailbox for DOMAIN\IUSR_servername. If the problem continues, contact technical support for your organization and tell them the following: The mailbox may be stored on a Microsoft Exchange 2000 or Microsoft Exchange 2003 server, or the Active Directory user account was created recently and has not yet replicated to the Active Directory site where this Client Access server is hosted.

The authentication form never comes up for anyone to log in using a different user account. The iis directory access permissions for the OWA application are set to enable anonymous access and the account is domain\isusr_servername. When I go into the client access server settings it is set to windows authentication. when I change it to form based authentication and then restart IIS I get an error 440 when trying to access the site because it unchecks the anonymous access. I check the anonymous access and then go back to the IIS site and I get the blank form and can log into OWA using any user on the domain.

The second tme anyone tries to log in again I get the above error message. When I go into client access and check the permissions form based authentication is no longer checked.

Any ideas as to what could be causing this behavior?

OWA is the only IIS application that we are using at this site.
OS is server 2003 x64
Exchange 2007 no service packs
