GridView Insert Row Footer

I have a gridview with an insert row in the footer.  Works fine if there is actually data in the gridview but if there isn't the footer row doesn't show up.  Makes sense since if there's no data there's no template, no template, no footer.  Just wondering if there's any way to get the footer to always show up regardless of whether there are any populated data rows.
