Page and Swap file usage query

I have a windows 2003 server, running exchange. Sometimes it gets sluggish. I've checked the task manager performance tab, and its showing 2.3 gb memory, 500mb available, and yet its using approximately 1.6gb page swap? I don't understand why the page swap is so high, when it still has 500mb of ram available?

I thought the system only went to page and swap files when it has no physical memory left?
