Flushing DNS cache in a local network

The website www.climateaudit.org has recently had all sorts of problems and has safetywise blocked all access for some time. Now everybody is welcome again. I keep on getting a 403-error telling me I'm blocked though.
I contacted the sites master and he told me to flush the dns cache.or to contact my ISP to refresh either their cache
My ISP can however perfectly reach the site
I did ipconfig /flushdns and a reboot, deleted cookies and temp internet files, but to no avail, the 403 message stays there.
I am however on a local network, a w2k sp3 server with ISA server as proxy server/firewall and where also DHCP, DNS and WINS run. Possibly I should edit something in any of these tools?

Just for completeness sake, you didnt mention that a reboot of the server was necessary. I cleared the cache and nothing happened, I was still blocked. After a reboot of the server everything worked allright.

A reboot isn't required to clear the cache, although you may have to clear the cache and run "ipconfig /flushdns" on the server.

The cache can be displayed, and individual cached entries manipulated by selecting the Advanced option from the View Menu in the DNS MMC.

However, you have it working and that's the most important thing :)
