Exchange server 2003 fails to start

information store service fails to start

MTA service also fails to start

Error locating GC server found in the event log

If you are seeing errors about being unable to access a GC/DC then that is the problem. Have you verified that the GC/DCs are available?
Anything changed recently in the network configuration? Domain controller removed for example?

Other error messages are as stated below:

also, is the exchange server a domain controller? was it ever (and recently demoted, for example?)?

yes that was true.
And i have demoted  it for about two months and its being working fine since.
I've got the solution.

There were stale records in the DNS.

I went to prune the DNS record of stale records.

DCs, GCs that had been demoted were found there.

Stale IP address of old DNS servers were also found there.

Problem Solved after the prune.

Information store and MTA services stack started successfully
