Clients can connect to exchange but no mail is delivered after Domain Admin password changed

I had to change my domain administrators password and after I rebooted my exchange server clients are getting the error.  "Microsoft Office Outlook is requestiing data from the server.  It says the folder is up to date and connected, although no mail is delivered.  It appears I can send my out with no problems.  All users are having the same issues.

Check the exchange services and what credentials they are using. My guess is that at least one is using the administrator account/password that you have changed - not good practice for this very reason.

I have already checked all services for exchange and they are all started and running under Local System.  I also forgot to mention that I also changed the local administrator password as well... FYI.. OWA does not seem to work anymore either

The only error when it boots up is the following

The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
{9DA0E103-86CE-11D1-8699-00C04FB98036}
 to the user NT AUTHORITY\SYSTEM SID (S-1-5-18).  This security permission can be modified using the Component Services administrative tool.

But I believe this error has always been there.... Maybe not

Have you rebooted the domain controllers as well after changing the domain admin password?

I rebooted the domain controller first then the rest of the servers everything else seems to be running fine

Ok....  I rebooted everything again and still had the problem so I rebuilt the Offline address list and it all started working again for a moment.......I recieved all my mail since the problem started but now it is requesting data from the server again.....

So I do not believe the password change caused these issues..  The only other chnages to the system was that I did about 17 updates from MS..  Should I back those updates out?

Ok, If I reboot the exchange server it seems to connect for about 1 minute through outllook, then its back to "Microsoft Office Outlook is requestiing data from the server"

I forgot to mention that web access also worked for about a minute or so as well....  Now after login it just never loads but has NO ERROR.

That would tend to indicate something else is starting up and blocking access, and it takes a minute to start.

OALGen encountered an error while generating the changes.oab file for version 2 and 3 differential downloads of address list '\Global Address List'.  The offline address list has not been updated so clients will not be able to download the current set of changes.  Check other logged events to find the cause of this error.
If the cause of the problem was intentional or cannot be resolved, OALGen can be forced to post a full offline address list by creating the DWORD registry key 'HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeSA\Parameters\OAL post full if diff fails' and setting it to 1 on this server.  When OALGen next generates the offline address list, clients will perform a full OAB download.  After that time, the registry key should be removed to prevent further full downloads.

Is the System Attendant service running? It may start and then stop.

I have also seen this fixed by simply re-running domain prep from the Exchange CD.

I re-ran domain-prep and it didn't help....  All users are still seeing the message "Microsoft Office Outlook is requestiing data from the server"

That is just a standard message when Outlook tries to connect. It doesn't help one bit with diagnosis of the Exchange server.

Did you check the System Attendant service? What about the other services for Exchange?

All of the services were running so I decided to stop the system attendent and got the following message
Could not stop the Microsoft Exchange System Attendant service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion. SO i researched that a bit and found out it looks like I do not have an Exchange Services Group in my default Users container.  http://support.microsoft.com/kb/910413

FYI  It could not stop the information store so I had to reboot.... all services running again
