Dell, Latitude, D400
I purchased my Dell Latitude D400 with the OS installed and everything running fine. I plugged the internet cable and I accessed the internet with no problem.
The computer crashed and I purchased a new Hard Drive and re-installed the OS.
Now when I try to access the internet it won't allow me to do so. It doesn't even recognize my network card as "Local Area Connection" (when I go to control panel/network connection). I tried running the new connection wizard and used the cd the I got to connect to the internet and that does not work.
I can't even download any drivers (cause I have no internet access).
What must I do?

It sounds like you have not installed the drivers for your NIC. When you re-installed your OS, did you re-install chipset drivers from a Dell disk?
Follow Punky's suggestion above to find drivers. If for some reason you do not have the service tag, your pc's drivers are here:
http://support.euro.dell.com/support/downloads/driverslist.aspx?c=uk&cs=ukdhs1&l=en&s=dhs&ServiceTag=&SystemID=LAT_PNT_PM_D400&os=WW1&osl=en&catid=&impid=
But you will need to run a hardware diagnostic to identify your specs. These hardware diagnostics are all free:

Belarc:

Good luck!!!

When you purchased the D400 you should have recieved a blue dell drivers disk, you should be able to run this disk, run the driver diagnostics and it will give you a list of hardware detected and the drivers available on the disk to download. DO THE NIC DRIVER FIRST! this will give you internet connectivity in case you need to reach the dell website.
If this is a stock system, your network driver can be found below. Once the driver is installed, you will need to set up your network settings. This network driver is compatible with XP. Copy and paste this link into your browser because clicking on it will not include the whole link. This driver is for a broadcom 570x driver and is compatible with XP. Broadcom 570x was standard for the Dell D400 Laptops.

Does it recognize it in the device manager?
