install sql express AND configure the instance from commandline

I want to install SQL Express from within my VB.Net application without using the Configuration Management Interface provided with SQL Express.  I did this previously using MSDE but now wish to move the whole show to SQL Express.  For MSDE this was as follows:
Process.Start(<MSDEsetupFileLocation>, <instanceName> SECURITYMODE=SQL SAPWD=<MYPWD> DISABLENETWORKPROTOCOLS=0)

Does anyone know the equivalent command(s) for setting up SQL Express in this way?  (Remembering that I want to:
1. Create the SQL Server instance
2. Set it to allow network connections
3. Set it to Enable xp_cmdshell
...all via the command/behind the scenes.

But how do I change Surface Area Configuration in the same command line.  (I need to Enable xp_cmdshell and also allow network connections.)
