Users being prompted for username and password when DC is down

I have an environment that has 2 W2K3 A/D domain controllers.  We have noticed that when we bring one of them offline, users are being prompted for usernames and passwords when trying to access files located on a stand alone member server.  I was assuming that this shouldn't happen with a 2 server environment.  Suggestions or comments?

Are both AD Dc's Global Catalog servers?

Pber,
Both are GC servers.
The member server did not have a DNS entry for the 2nd DC server.  I added that and will have it checked tonight after business hours to see if that fixed it.
