I'm new to creating websites. Could someone direct me in creating a website where it would have a nice forum where people could post their short clips or pictures? I don't know what else would you want in a website. Well, I guess I would need a sample too of a really nice website is.

If you use godaddy you'll need to check to see if you have MySQL and PHP available as part of your hosting package.

I looked at vbulletin, but it is quite expensive...is there any other alternative.
If I'm trying to collect audio and written sermons online, what can i use. I want people to comment on these sermons (kinda like digg,com) where you could give ratings. And people could vote.

Isn't PHPBB free?
I didn't read through all the comments, but I do have 2 suggestions.
1. I love using Joomla 1.5 as well as the Rocket Launcher templates...Really fun. But, you need a good hosting company like Dream Host or others recommended by Joomla.
2. If you want to learn how CSS works and get a very good site to test and learn skills , go to Terepad.com - a great way to get into CSS.
