Accessing router on different subnet

My pc has a private address of 172.16.2.x and I want to access a router with an ip address of 172.16.1.x.  I can only access this router if I change my ip address to be on the same subnet.  Is this the way it is supposed to be or is there a way for me to see the routers on other subnets?  I can ping other devices on the other subnets from my pc but I can't ping, telnet or use the web interface to the routers.
