troubleshooting Question

I keep getting this error and I'm not sure where to start. I'm very new to programming. Any help would be great thanks.

I keep getting this error and I'm not sure where to start. I'm very new to .net C# and programming in general.

Here are the specifics.

There is no row at position 0.
