How do I get SQL Server 2005 Bulk Insert to ignore commas in a string?

I have a comma delimited csv file that I am trying to import into a database from a .net web app.
I am using bulk insert through a stored procedure to insert the data into a table.
The problem is that the bulk insert does not seem to recognize " as string identifiers.
This causes strings containing commas to create extra columns.
If i perform a manual import, where I can identify the string identifiers everything works fine.

Any help or direction would be greatly appreciated.
