How to create a customized MMC console (taskpad)?

I am hoping someone can assist a new server administrator.

I am trying to create a customized MMC console (or as I call it 'Taskpad') so certain users can only reset passwords on accounts in a certain OU.

Unfortunately, I do not know the steps or process of how to accomplish this objective and hoping someone can help or direct me to some links.

Like I have heard that I need to set security rights in the OU from the server for the users and then there is another step that is unclear to me.

Here is my scenario:

Server: Windows 2003 Server
Workstations: Windows XP Pro


OU - Students

I would like to allow Users 1,2 & 3 to only be able to reset account passwords in the Student OU.  In order to accomplish this I would like to create a customized MMC console on Users 1, 2 & 3 desktops.

Can anyone help out a newb server admin?
