Can Windows 2000 CALs be installed on a Windows 2003 Terminal Server licensing server?

No.  You need 2003 TS CALS.

If you are going to use the license server to track licenses for WIndows 2000 Terminal Services, then yes you can load the W2K licenses on the W2K3 license server.  However, if you only have W2K3 Terminal Services, then you cannot use the W2K CALs as stated by the other experts.

I need the 2003 liceninsing server to keep track of 2000 Terminal server CALS for Citrix servers.   This function is currently executed by a 2000 server in an NT 4.0 domain which is being removed.  If it was a 2000 TS licensing server, it would need to be a DC or in a workgroup which are not feasible options.  It would be okay to put it on a non-DC 2003 server in the new domain.  However, will the currently owned 2000 TS CALs be good on this server 2003 TS licensing server?
