Complex t-sql routine, use VBscript or Access 2000?

I am running sql server 2000 on SBS 2003 Premium fully patched.

I have a complex routine to run.  If I write it using T-sql it will require the use of cursors or WHILE loops.
My tools include Access 2000 Premium or VBS script.

This routine will execute a bunch of SELECTS and UPDATES.  I don't own VB.  
Would a routine like this run faster in Access or VBscript?
I would run the VBScript using DTS.
