Problem reinstalling Sharepoint on Server 2003

Hi There,
I was previously having problems with Sharepoint Services 3.0 on my MS server 2003. I have completely uninstalled it now am are trying to reinstall. When it uninstalled it did not delete any of the databases however, and now it just looks like it is a big mess! Can someone please point out how I can remove the previous databases as well? They are still listed in IIS. Also when I run the sharepoint setup wizard the setup is getting about halfway and bringing up a message saying "Failed to register Sharepoint Services.
An exception of type System.ArgumentException was thrown. Additional exception information: error during  encryption or decryption. System error code 997."
I would greatly appreciate any help on this problem as I am fairly new to Sharepoint and need some advice.

Uninstalling Sharepoint is actually quite difficult if you do not do it in the right order.  Sorry, but I've found the best technique is to reinstall the operating system.

Try to install management studio, and from there register the Sharepoint instance, and explore the database there.
I am in a similar situation with the same issue and error.
There is a KB article here.  This did not work in my situation.

Unless there is a major OS problem - "reinstall the OS" is a non answer and should simply be replaced by "I don't know" - it is a bit like seeing a mechanic who doesn't know why the Check Engine light is on and he tells you to buy a new car.
