troubleshooting Question

cannot change default printer on Terminal Server

I have a couple of new Terminal Servers.

New users  do not have a default printer.

If examine the registry' I note that the hive [HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows], is not created at logon.

If I create the hive manually, and specify a value in in Device key, the user is presented with a default printer.

The user cannot however change the default printer.

I have checked the permissions on HKEY_CURRENT_USER and the user has full control.

If I make the user a Domain Administrator they can change the default printer, so it looks like it is a permissions problem or a local security issue, but I cannot see any policy or permission that looks like it is causing the problem.

I noted that another member had this problem (ID: 22599050) but it was not resolved.

Has any expert out there come across this, or has a tip on where to go from here.
